What is it about?
This study explores how public sector risk management is implemented in 6 Brazilian state governments, given the existence of contextual factors. We find that the settings strive to operationalise public sector risk management by using implementation strategies as the consequence of the influence of three contextual factors: weak support from some public top managers, a pre-existent innovation-oriented culture, and risk types.
