What is it about?
Remote working is becoming normal in European public administrations, but its effects on employees’ willingness to put in extra effort are often unclear. Using survey data from public sector employees in 22 European countries, this study shows that remote working is linked to higher willingness to take on unpaid extra responsibilities, especially when employees work remotely more often. Strong team cohesion and supportive, helping behaviour by supervisors further increase this willingness. Differences in national culture do not significantly change these relationships. Overall, the findings suggest that remote working does not weaken commitment in the public sector, as long as organizations invest in strong team connections and visible, supportive leadership in hybrid work settings.
