What is it about?
Rules are key elements in attempts to transform systems of governance. In a three-year study of a programme designed to change the way parks and green spaces are managed, we found change was more likely when rules were thought of as flexible and interpretable rather than fixed. This process takes time and depends on trust, which challenges efforts to accelerate systemic change.
