What is it about?

This article demonstrates that administrative leaders in Bangladesh have preferred to lead in the shadows, rather than coming to the limelight. Having little or no visibility of the country’s political and administrative leaders is a significant impediment to achieving the desired outcome. It is observed that the tendency of state actors to carry out their responsibilities by themselves, and not collaborating with non-state actors, is counter-productive. Collaboration and partnership between the various political, administrative and civic actors is the key to better performance in a crisis like the COVID-19 pandemic.
