What is it about?

This chapter reviews the development of a proposal in NZ to implement a Carbon Tax, which was found to be based upon erroneous data analysis. As a consequence, the proposal was withdrawn and eventually a limited scope Emissions Trading Scheme was put in place.

This was important to show how it is important to develop rigorous proposals where the background analysis is thoroughly reviewed by relevant technical experts, as well as policy officials. This can assist in avoiding the embarrassment that this debacle created for the government if the time.

Perspectives

This provide an interesting historical analysis of a proposal that could have taken NZ's approach to addressing carbon emissions in a different direction than the one it subsequently took.
