What is it about?

Theoretical basis of effective refractive index (or optical constants) is described without simply assuming it. The effective index are applied to conceive subwavelength optical devices such as waveplates and circular dichroic devices.

Why is it important?

The results based on firm ground are useful not only at optical wavelengths but also at THz and GHz.

Perspectives

I would like to recommend to have readers a unified viewpoint on (photonic) metamaterials.
