What is it about?

Different levels of non-representative direct democracy, workers' control, and self-management organized in councils and collaborating at a higher level are supposed to build a new kind of bottom up administration in Venezuela. The concept is advanced by popular movements. While the government officially supports the idea, it is at the same time blocking the transformation.
