What is it about?

Development agencies often aim to strengthen the capacities of local organizations. In our study, we find that these efforts tend to focus on skills that make it easier for donors to work with these organizations, rather than the abilities to sustain themselves and improve their performance. Our recommendations focus on shifting support to building capacities that enable organizations to perform better in the long run.
