What is it about?

When President Jimmy Carter came to power he aimed to provide a comprehensive approach to the Arab-Israeli conflict. This approach was to a large extent influenced by a 1975 Brookings report on the conflict. This article investigates that report, analyzing what it recommended, how the authors worked and how influential it was on the Carter presidency.
