The article highlights the role of the party youth wings in enabling political representation of the young as a social group. Party youth wings have organizational structures and socialization effects on its members and electoral constituency. The political representation of the young as a social group is not just about elite replacement pitting middle-aged male incumbents vs. young age cohorts.

Why is it important?

The article formalises a conceptual framework of the interaction between party youth wing and the mother party. The cross-case comparison between the two youth wings of the dominant centre-left parties in Albania shows that the organizational entrenchment of a youth wing is more influential in articulating policies to party leadership. Reducing the party leadership discretion in decision-making helps youth faction representatives and members to get party offices and influence decision-making and agenda setting.

Perspectives

The article underlines collective group representation not individualized representation. Political representation through youth wings can be more effective in societies with weak CSOs & patronage politics.
