What is it about?

When President Jimmy Carter came to power he aimed to provide a comprehensive approach to the Arab-Israeli conflict. This approach was to a large extent influenced by a 1975 Brookings report on the conflict. This article investigates that report, analyzing what it recommended, how the authors worked and how influential it was on the Carter presidency.

Why is it important?

The Brookings report is mentioned in practically all works dealing with Carter's Middle East policy, yet this the first article to investigate the report and its influence.
