What is it about?

The 2030 framework sets out the EU's ambition for climate and energy policy after 2020. This article shows how advocacy by pro-environmental business and environmental coalitions in one policy area can influence other parallel areas in unexpected ways.

Why is it important?

The importance of business and NGO lobbying in Brussels means that understanding how their influence manifests can help to explain the direction, form and ambition of policies. In particular, the article shows that even effective pro-environmental advocacy is constrained by the norms of practice and discourse that tend to favour business over the environment.
