What is it about?

This article examines how public housing agencies have evolved over time to adjust to federal policy changes and funding. It also provides a case study of the Charlotte Housing Authority to illustrate intraorganizational, interorganizational, and programmatic changes.

Why is it important?

The Charlotte Housing Authority, our case study subject, is a Moving to Work demonstration site and has received HOPE VI funding. Thus this site offers unique insights into these two federal programs.
