What is it about?

This paper is about the goals and objectives of Russia's strategy fostering rebellion in Eastern Ukraine, and the rationale on how and why they chose to foster it the way they did. Why didn't Russia invade? And why was it so different from its annexation of Crimea? This paper also helps us understand why states set thresholds on when they use force, and select other methods of coercion instead of outright military force.
