What is it about?
ICT has become one of the tools that can be used to facilitate the learning process in higher education, especially in the field of education. But in reality, not all students have adequate instruments or abilities to be able to access these technologies, especially for learning activities. This phenomenon is called digital exclusion. This research aimed to analyze the factors of digital exclusion experienced by undergraduate students at the Universitas Pendidikan Indonesia (UPI) in utilizing Information and Communication Technology (ICT) in the learning process at college. The research method used is probability sampling with a simple random sampling technique and multiple linear regression analysis with F-test and T-test. The study results showed that the majority of UPI students had a personal ICT device to support learning in higher education with an ownership percentage of 97.50%, 44.58% of UPI students tended to have fairly high accessibility of internet services, 74.00% of UPI students have high motivation to use digital devices in the learning process in tertiary institutions, as well as a high level of digital skills of UPI students with an average percentage of 74.00%. This shows that most UPI students do not experience digital exclusion. Statistically, the motivation to use digital technology and the digital skills of UPI students significantly affect the use of ICT in the learning process while in college. The higher the motivation for using digital technology and the digital skills of UPI students, the higher the level of ICT utilization in the learning process at UPI.

Why is it important?
This study aims to understand the factors of digital exclusion that may be experienced by Universitas Pendidikan Indonesia (UPI) students in utilizing ICT during the higher education learning process, as well as to identify the differences in ICT utilization among Universitas Pendidikan Indonesia (UPI) students based on their respective fields of study.
Perspectives
As someone who has closely observed how technology shapes the learning experience in higher education, I was motivated to explore the real challenges students face when accessing and utilizing ICT. Through this study, I gained a deeper understanding of how factors like motivation, digital skills, and access to devices influence students’ ability to fully engage in digital learning. This research also allowed me to see the variations across different academic fields, reinforcing how important it is for universities to ensure that no student is left behind in the digital transformation of education.
