Investing information and communication technology to develop e-learning in Iraq: A survey

On the basis of the problems that were diagnosed in the previous aspects facing e-learning in Iraq in general, it leads us to the following conclusions and recommendations: 1. Developing a scientific, methodological, and practical scheme to elevate knowledge and teach the community to eradicate the illiteracy of technology that dominates Iraq, so taking a long and short-term strategic decisions to include educational institutions and modern e-learning systems. 2. Supporting education and its institutions, especially electronic education via modern electronic media, and employing all mechanisms of communication for this. 3. Updating and developing communication networks, the Internet, devices, equipment, and educational programs to support educational institutions. 4. Protecting the Internet, telecommunications and electricity towers from sabotage as a result of internal and regional conflicts, which negatively affect educational institutions in order to attract foreign investment in communication networks and information technologies. 5. Applying and activating government systems, automation, management, security and electronic services on the ground to supplement and support all requirements of the e-learning system. 6. Drawing a road-map for owning infrastructure of mechanisms technology such as electronic/ communication devices, internet networks, and specialized technical cadres. 7. Matching with universities and states that have experience in the field of e-learning, and benefiting from them to apply their experiences to the Iraqi environment, such as the UAE, Singapore, and Japan. 8. Striving to make Iraq a global and regional scientific edifice as it used to be, and to keep the educational process away from partisan blocs and personal interests.
