What is it about?

The article argues that the social foundations of norms and the involvement of stakeholders in processes of contestation matter for creating sustainable norms in global politics. The article devises a framework that invites researchers to analyse 1) the involvement of stakeholders with specific policies, 2) the type of knowledge they bring to the table, and 3) the knowledge gaps that may exist between them. The framework is illustrated with the example of current governance of outer space.
