Why is it important?

The work is important because it shows that democracy in South Africa has not been able to fix the territorial differences between different provinces in South Africa

Perspectives

The work shows through the housing policies of Johannesburg and Cape Town that local governments have different objectives and these local policies affect the quality of life of citizens. This observation has implications to how countries organize and distribute power in their territory.
