variance of biased estimator generally converges to the Cramer Rao lower born. this is why in practice it is interesting to use biased estimator rather than unbiased. In such case we need a procedure to apply correction knowing as refinement. in our work we are interesting in refinement procedure in the case of polynomial phase signal parameter estimates
