What is it about?

This paper explains the frequency allocation policies for ultra wideband radars, when there is a conflict with existing frequency channels for other systems, e.g. television, radio, emergency communications etc. The requirements for notching the frequency band at special frequencies is detailed. However, this may not be sufficient in a densely populated area. An initial proposal for cognitive radar that looks for "white" parts of the spectrum is proposed.
