Why is it important?

Every new arrival (turning ON) of a D2D-enabled device in any region needs discovery all the neighboring peers in as shorter time as possible, while simultaneously broadcasting its own presence. This will enable the devices in the same neighborhood to build a more inclusive network to start sharing data and messages. The proposed scheme solve this issue in an efficient manner.
