What is it about?
In this Letter, another approach to obtain the standard deviation of fluctuation model is proposed. The proposed standard deviation is not sensitive to the detection threshold. Signal-to-noise ratio (SNR) due to fluctuating RCS is decomposed into the averaged SNR and the normalised fluctuating SNR. The normalised fluctuating SNR is utilised to obtain the relative standard deviation that is a special parameter to investigate radar measurement accuracy affected by Swerling model.

Why is it important?
In actual radar system, the target RCS is fluctuating. Therefore, the fluctuation effect on the measurement accuracy is necessarily considered. Compared to the previous research, the standard deviation proposed in this Letter is more usable to design the radar system and to analyse the radar performance.
Perspectives
Compared to the standard deviation of Swerling model 0 that is non-fluctuating RCS model, the proposed measurement accuracy(standard deviation) is √pi times or √(pi/2) times larger than Swerling model 0.
