Jeremy bentham, the father of Utilitarian ethica an politics, was obsessed with the efficiency of poblic activities. In this case he applies the utilitarian approach to the analysis of the most efficient way of organising parliamentary activities, for example maximising attendance, minimising opportunities for corruption,morganising the agenda of discussions in the interest of electors rather than of politicians

Why is it important?

What Bentham said two centuries ago is still important in todays politics. There is a pressure of public opinion on representatives to detect and remove corruption, to increase productivity, transparency, etc. Bentham deals with an attempt to find appropriate incentives to join the interest of governors with the interest of governed.
