Why is it important?
The Gospel of Luke, in particular, is usually characterized as being written to outsiders and the powerless. While outsiders are frequently noted in Luke, there is a remarkable panorama of Greco-Roman powers and authorities represented in Luke-Acts. Luke-Acts portrays the gospel's claim on the oikoumene, the entire inhabited world.
