What is it about?
The author comments on a recent article by Gloss et al documenting the focus of western industrial/organizational psychology on human resources development on upper echelons of formal sector economic activity and requisite skills. The `missing link' he proposes is the need for less `siloing' and more synthesis between crucial human development agencies in the formation of public policy supporting human resourcefulness.

Education, health and labor are often the weaker government departments, both in terms of budget and cabinet influence. One negative consequence is the resulting competition or funds where there should be cooperation and coordination.
