What is it about?

From about 1980 onwards, Dutch policy on increasing wind power capacity has largely failed. This is due to certain structural flaws; in fact elements of the typical Dutch carbon-locked in system. These are analysed and a projection is given for the signifiacant lower-than-target outcome of current policy.
