What is it about?
Waste prevention initiatives turn out to be of three kinds: raising awareness about the need to prevent waste, increasing throughput efficiency, and promoting sustainable consumtion. These three types of waste prevention initiatives stand in contrast to the EU definition of waste prevention.

The EU definition of waste prevention does not provide any practical guidance about how to prevent waste. An analysis of praised initiatives do.
Perspectives
I think that to understand waste prevention, it is better to look at what people actually do in the name of waste prevention than following formal definitions, such as the EU definition in the waste directive. Performative means "in practice".
