What is it about?
This paper is about Taiwan's recent port reforms. It describes these reforms and then presents data from interviews with key stakeholders. Nils Brunnson's Organization of Hypocrisy is drawn upon to theorise how Taiwan has approached its reform flexibly to help aid its implementation.

Why is it important?
The paper is important as it shows not only what the reforms are but also provides interview data to help compare how the experience of key stakeholders on the ground is of how the reforms are taking effect in reality.
Perspectives
My personal perspective on this paper is that it was fascinating to compare the complexities of how such reform is introduced, the challenges faced and the ongoing issues faced. I had not anticipated these would be so complex.
