What is it about?
Through a structured literature review within the body of knowledge concerning both industrial cluster theory and maritime clusters, the strategic factors that pertain to competitiveness are extracted. These are used to compile cause and effect diagrams, documenting the process of cluster formulation, and subsequent competitiveness.

Why is it important?
The framework offers a baseline compilation of the strategic factors that can formulate competitiveness within clusters. In addition, through the use of Ishikawa cause and effect diagrams, these factors are grouped, thereby facilitating their segmentation. This work can aid the strategic analysis of maritime clusters from a managerial standpoint, in addition to providing a facilitator for effective policy.
