What is it about?
Unlike other countries, in Israel local property tax is paid directly by renters. This enables us to compare between the level of tax compliance among renters and owner-occupiers in Jerusalem.

Public policy planners are interested in ways for improving tax collection. Documenting these differences across groups might be the first step.
