What is it about?

The study investigates "transparency" as a wider concept and as a form of governance in Public Private partnerships in infrastructure. Transparency is a contested concept in PPPs as private sector actors legitimately demand for confidentiality of their business secret. Transparency is a complex issue as the decision-making process throughout the life cycle of a project involves actors with conflict in interest. This study proposes a nested framework of transparency to evaluate how public interest are secured in a project throughout its life cycle.

Why is it important?

On one hand, transparency is used as a policy booster. On the other, sectors of development are increasingly being privatized, that are immune from the fire test of public scrutiny. This is a timely research that investigates transparency as a wider concept and as a form of governance.

Perspectives

The study is based on my PhD dissertation. Whereas due to the context of the field, it was difficult to access any financial information related to the project, the study speaks about detailed process of project conceptualisation and delivery of PPP project. Although land acquisition is not an important issue to address in mega transport project literature and PPP literature, due to the contextual significance and timing of carrying out the research, the issue was highlighted. However, land acquisitions issue is just one of the main contributions of the study. It largely speaks about public sectors' accountability for PPP projects.
