What is it about?
Developing and electricity system is expensive, requires advance planning and investment commitments, and needs to be flexible. However, excessively fiddly adjustments put finance, policy, and construction into a constant state of change. We test a variety of approaches to identify a good balance between steadiness and flexibility.
