It explores oil company - community relationships in Peru's Loreto Region. It focuses on one company, state-run Petroperu, and the ability of two villages to report oil pollution incidents that they caused.

Why is it important?
The research uses a theoretical framework (the political ecology of voice) to explore Petroperu's community relationships. It finds that these relationships are controlled by the company who create a "climate a fear" to try and stop each community reporting the oil spills. This climate of fear is generated by the villages dependency on Petroperu for energy, jobs and development provision. It was only broken in both communities by the actions of strong, resolute citizens and their links to third-part actors. However, this does not always mean that the climate of fear can be successfully broken.
