What is it about?

Some of the main features of are described with reference to three particular issues: firstly, the extent to which the philosophy of system design reflects the planning philosophy of the organization as a whole; secondly, the degree to which the process of system implementation parallels that of organizational learning in the National Physical Planning Agency; and, thirdly, the nature of the obstacles that must be resolved in order to make the system accessible to potential users who have limited technical knowledge. This description is illustrated by detailed examples relating to population analysis.
