What is it about?

This paper describes a customised risk assessment framework to be applied in military shipbuilding projects. The applicability of the framework is illustrated through the assessment of risk of two real military shipbuilding projects. The framework is 'customisable' because it could be used for similar purposes (risk assessment) in other contexts (e.g., other complex projects).

Why is it important?

Shipbuilding or other complex projects are frequently affected by time delays or costs overruns. This paper presents a framework to identify and measure risks that may hinder accomplishing time and cost targets, providing information that could be useful to prevent or mitigate them. The framework can easily adapted to be used in the management of complex projects outside the military shipbuilding context.

Perspectives

Beyond the usefulness of the work developed for project management, I also like this paper as an example of the Delphi method application: it describes how the method was applied in a detailed/pedagogical way, and the communication with the experts being made with the support of visual representations of risk interactions and interdependencies is a feature that can be useful in other research contexts.
