What is it about?
OEE is used in organizations; the higher the OEE the better the system works. However, bigger OEE do not always translate to better performance. The paper proposed the inclusion of the production plan fulfillment as another factor of OEE, resulting in GPE.

Why is it important?
In complex systems Performance indicators represent the systems, and can change people behaviors. If OEE is perceived as important, people may behave to improve it and in some cases the system may not work as planned. The planned production may not be fulfilled and the OEE may still be high.
