addition of locally available materials Scoria and Pumice to Portland cement can produce cement of acceptable quality at much lower costs

Why is it important?
In Tanzania and developing world building materials are expensive. Any possibilities of improving the costs by using alternative locally available materials to cement manufacturing is highly encouraged.
Perspectives
My backyard is full of scoria currently being used for road paving. I wish that we could extend the use of these vast materials to the manufacture of good grade cement
