What is it about?

This publication investigates whether Chilés groundwater regulation has been effective to ensure that groundwater is managed sustainably, through the analysis of two cases located in an arid region of northern Chile: the Copiapó Valley and the Pampa del Tamarugal Aquifer.

Why is it important?

The analysis of the trajectory of Chile’s groundwater legislation and state of its aquifers, suggests that establishing a solid and well developed legal and institutional framework is a necessary but insufficient condition to ensure that groundwater is managed sustainably. It is also important to strengthen the state and groundwater user associations capacities and abilities to perform the key missions and tasks that the established groundwater governance framework requires.

Perspectives

An examination of the Copiapó Valley and Pampa del Tamarugal cases have shown a number of common problems deriving policy implications.
