ICT's are an essential element in the transformation of former Soviet republics. This chapter explains, and documents how this has taken place in Azerbaijan, with special reference to the TVET sector.

Why is it important?
The Caucasus region maintains a specific and strategically important role in bridging east-west development. Recent independence of several of the former Soviet countries has accelerated this process, with spectacular results in Azerbaijan, whose economy briefly led the world in annual GDP growth.
