What is it about?
Al-Shabaab terror group is a transnational organization with operations conducted in the eastern Africa . The group enhances its operational capacities using a variety of strategies despite sustained counterterrorism measures conducted by regional governments to reduce its threats. This chapter pays attention to the regional security dilemma that arises for states out of Al-Shabaab’s operations in the region.

The regional security dilemma poses challenges to peace and security in the region. The security threats emanate from norm-violating counterterrorism measures that are conducive to the rise of violent extremism and Al-Shabaab affiliate groups in the region. The operations and dilemma thus negatively impact upon human security.
