What explains that local economic elites consider vulnerability to natural hazards as a priority public issue? This paper provides some insights.

Why is it important?
To date, vulnerability to natural hazards (VNH) has been studied from the individual perspectives of vulnerable people or specific social groups. However, there are few studies on how VNH comes to be considered a priority problem in the local government agenda and how different local actors intervene to make this happen. By influencing the prioritization of VNH as a public and governmental problem, local economic elites affect local emergency management.
Perspectives
The study's results support the argument that LAC countries should shift from centralized and vertical emergency and disaster management models to a horizontal prevention policy.
