This paper analyses Israeli lobbying regulations bills and measures their strength according to the Center of Public Integrity Index in order to explore the path that resulted in passing the Lobbyist Law in 2008 and the following developments.

Why is it important?
Lobbying is regulated currently in fourteen countries: the US, Argentina, Peru, Canada, Australia, Germany, Hungary, Georgia, Lithuania, Poland, the United Kingdom, Taiwan, Ireland and Israel and one confederation European Union (Parliament). One can observe a trend for more transparency, but there is a need to understand what lobbying regulations really accomplish.
