What is it about?

PPPs are seen as the results of ruinous contracts that inefficient- and ineffectively use public resources. Since PPPs in the healthcare sector are common in Portugal, it is pressing to discuss their impact.

Why is it important?

Although the concept behind PPPs is theoretically interesting and potentially advantageous to the involved parties, in practice, the results do not reflect its true value, even if some authors claim that healthcare PPPs are more technically efficient than traditionally managed institutions. Still, we are lead to believe that the existence of healthcare PPPs in Portugal is almost exclusively due to political reasons.

Perspectives

The success of the PPP model in the Portuguese healthcare sector depends on the adoption of several measures, such as: using analytical processes to inform the State's decision-making ability and design and manage the contracts, and follow the principles of New Public Governance.
