What is it about?
New Zealand public sector staff are asked to be collaborative and innovative, and information and communication technology can support this. How do middle and senior managers feel about how this is happening and how well it is supported? An assessment of perceptions against delivering to an all of government ICT strategy supports understanding the public sector management environment.

Why is it important?
Very little has been published in the area related to both collaboration and innovation, and the NZ public sector example can inform other countries.
Perspectives
After surveying and talking to a variety of managers in the NZ public sector I felt it was important to give them a voice. Publishing this research provided a perspective that came from managers who were delivering to strategic goals at a time of substantial change in both ICT and in expectations of how they would perform.
